On April 27, 2026, North Korean leader Kim Jong Un joined Russian Defence Minister Andrey Belousov in Pyongyang to unveil the “Memorial Museum of Combat Feats at the Overseas Military Operations,” honoring North Korean soldiers believed to have died in the Ukraine conflict.

During the ceremony, military jets flew overhead and white balloons were released into the air as Kim and Belousov unveiled a statue and opened the memorial museum. According to North Korean state media, Kim assured Belousov that North Korea “will as ever fully support the policy of the Russian Federation to defend the national sovereignty, territorial integrity and security interests,” adding that Russia will “surely win a victory in the just sacred war.”

South Korean intelligence estimates that at least 15,000 North Korean soldiers have been deployed to assist Russia in recaptured parts of western Kursk. Seoul also estimates that approximately 2,000 North Koreans have died in the conflict—though neither Pyongyang nor Moscow has released official casualty figures.

In exchange for providing troops, North Korea is believed to have received food, financial aid, and technical assistance from Moscow. Beyond soldiers, Pyongyang has also pledged to send thousands of workers to help rebuild the Kursk region.

Belousov said he discussed long-term military cooperation with North Korean officials during his visit. In addition to meeting with Belousov, Kim also held talks with Vyacheslav Volodin, speaker of Russia’s parliament and a close ally of President Vladimir Putin.

The opening of the memorial coincided with what Russia described as the first anniversary of its recovery of parts of the Kursk region. Ukraine launched a surprise incursion into Kursk in August 2024, and Russia claimed to have regained full control of the area a year later.

In June 2024, Putin and Kim signed a mutual defense pact pledging that Russia and North Korea would assist each other in the event of “aggression” against either country. At the time, Kim hailed the treaty as the “strongest ever.” During a meeting on the sidelines of China’s military parade in Beijing last September, Putin personally thanked Kim for supporting Russia’s war effort, telling him: “Your soldiers fought courageously and heroically.”

North Korea’s deployment of soldiers to the Ukraine conflict has drawn widespread international concern and condemnation. The United Nations and the United States have repeatedly accused Pyongyang of violating UN Security Council resolutions by providing military support to Russia. Analysts warn that the deepening of North Korean-Russian military cooperation not only shifts the balance of power in the Ukraine conflict but could also have profound implications for the security landscape in Northeast Asia.

A new threat intelligence report warns that Russia is systematically deploying AI-generated deepfake content to wage cognitive warfare targeting Western public opinion, with the aim of undermining international support for Ukraine. This trend marks a significant escalation in the era of AI-driven disinformation operations.

A New Dimension of Cognitive Warfare

According to a report cited by UK broadcaster LBC, Russian intelligence and cyber operations units are deploying AI deepfake technology at scale to fabricate video and audio content featuring Ukrainian military personnel, political leaders, and civilians. These fabricated materials are carefully crafted and disseminated across social media platforms, messaging apps, and online forums.

Deepfake detection company Sensity AI, in a separate warning, stated that Russia’s use of deepfakes to wage “cognitive war” is designed to create confusion, degrade morale, and erode public trust in official Ukrainian information. The company reported detecting thousands of fabricated content items originating from Russian-operated networks.

Targeting Frontline Soldiers

Euronews has previously reported that deepfake videos of Ukrainian frontline soldiers are particularly damaging. These fabricated content pieces typically depict soldiers “surrendering” or “questioning the justness of the war,” aiming to undermine military morale and impact recruitment efforts.

A Ukrainian cybersecurity official stated: “These materials are becoming increasingly sophisticated. It is becoming very difficult to distinguish authentic from fabricated content with the naked eye alone. We need more advanced detection tools and faster content moderation mechanisms to address this challenge.”

Grey Zone Warfare Strategy

Analysts classify these operations as “grey zone warfare” — confrontational activities that fall between peace and open military conflict. Through AI-generated disinformation, Russia can continuously pressure Ukraine and its Western supporters without risking direct military confrontation.

The report notes that these operations are not limited to English-speaking audiences but are localized into multiple European languages and tailored for distribution across different countries. Social media platforms in Germany, France, and Eastern European nations have all detected large volumes of fabricated content disseminated in local languages.

The Response Challenge

In response to this threat, EU and NATO member states are accelerating the development of counter-strategies. Under the EU’s Digital Services Act (DSA) framework, major social media platforms are required to strengthen the detection and labeling of deepfake content. However, the tech community acknowledges that detection tools face growing challenges as generative AI technology rapidly advances.

A senior researcher at the Centre for European Policy Analysis stated: “We are entering an era of ’truth crisis.’ When any video or audio can potentially be fabricated, the public’s trust foundation for digital media evidence is being eroded. This not only affects the information environment of the Ukraine war but poses a deeper threat to democratic institutions globally.”

NATO has announced it will strengthen the AI capabilities of its Strategic Communications division to better identify and counter such information warfare operations. Meanwhile, several EU member states are pushing for legislation requiring all AI-generated content to carry explicit digital watermark labels.
